关于开展2022/2023学年国际学生年度评审的通知
根据留金来管﹝2022﹞15号文件《关于做好2022/2023学年中国政府奖学金年度评审工作的通知》，结合我校国际学生管理相关规定，对我校全体国际学生（包括中国政府奖学金生、校长奖学金生、自费生等）从道德品行、学习情况、学习（科研）态度、活动表现等四个方面进行定量打分和定性评价，按时参加并通过年度评审的学生，才能继续进行下一学年的学习。现将本年度我校国际学生年度评审工作有关事项通知如下：
一、评审对象
1、按计划2022年9月后拟继续在我校学习的国际学生；
2、无法按原计划2022年7月毕业，拟申请延期且符合延期要求的国际学生；
3、2021年奖学金评审不合格被中止奖学金资格或减免部分奖学金的中国政府奖学金国际学生。
二、评审内容
1、评审内容：由道德品行（30分）、学习情况（30分）、学习/科研态度（20分）和活动表现（20分）四个部分组成，考评总分为100分。
2、评审意见分为合格和不合格两种：评审总分为60分及以上者视为合格，对于不合格的中国政府奖学金学生，国家留学基金委将中止其奖学金或取消其奖学金；对于不合格的非中国政府奖学金生，学校将取消其学习资格。
三、评审说明
我校对国际学生年度评审工作高度重视，根据学生学习类别、培养方式、培养目标不同，分别制定了四类评审办法，即预科生、本科生、汉语生、研究生年度评审办法，详见各类评审办法和评分细则（附件1）。
（1）中国政府奖学金生需登录“中国政府奖学金来华留学管理信息系统”参加评审，并提交。
（2）非中国政府奖学金生评审办法参考各学生类别《中国政府奖学金国际学生年度评审办法（试行）》，并将电子版评审表发送至各学院辅导员（附件2）。
（3）本年度评审不接受纸质材料，评审涉及的成绩单等材料，国际学生可联系各学院辅导员获取（见附件3）。
四、评审流程及时间安排
根据国家留学基金委要求，本年度评审工作分成三个评审环节：学生自评、导师/辅导员/班主任评分、学校综评。
1、学生自评：
中国政府奖学金生通过CSC号登录studyinchina.csc.edu.cn，进入“奖学金年度自评”，完成自评信息和上传附加材料后，点击提交。参评学生须于2022年5月8日17：00时（北京时间）前完成自评（见附件4）。
2、导师/辅导员/班主任评分：
国家留学基金委在评审期间给国际学生导师、辅导员/班主任发送邮件分配评审系统（studyinchina.csc.edu.cn）临时用户名及密码，导师、辅导员/班主任收到邮件后可修改密码，进入“奖学金学生考评”页面，结合学生过去一年各方面的表现进行定量打分和定性评价，并填写考评人意见，点击“提交”。此项工作请于2022年5月13日17:00前完成。
3、学校综评：
国际教育学院成立评审领导工作小组，设立评审委员会。评审委员会根据学生自评、导师/辅导员/班主任评分情况，给出“合格”、“不合格”评审意见，并上报国家留学基金委。
4、中国政府奖学金生本年度评审最终结果由国家留学基金委统一批复。
五、其他
1、未在规定时间内参加年度评审的国际学生，将被取消在我校的学习资格，奖学金生的奖学金资格将同时被终止。
2、参评的国际学生须保证所提交评审材料的真实性，弄虚作假者，将被取消在我校的学习资格，奖学金生的奖学金资格将同时被终止。

Notice on Academic Year 2022 / 2023 International Students’ Annual Review of China University of Geosciences
According to the relevant regulations of China Scholarship Council (CSC) and China University of Geosciences (CUG), the Academic Year 2022/2023 international students’ annual review is about to start. All the CUG international students (including CSC scholarship students, Presidential scholarship students, self-supported students, etc.) must participate in this annual review and will be reviewed from ideological moral behaviour, educational performance, learning (scientific research) attitude and activity performance, and only those who pass the annual review will have the qualification to continue their study in the next academic year. Related items on the annual review are as follows:
1.Review Object
(1) International students who will continue their study in CUG as scheduled since September 2022;
(2) International Students who should graduate in July 2022 as planned, but will plan to apply for study extension and meet the extension requirements;
(3) The CSC scholarship students who is terminated 2021 CSC scholarship who failed to pass the last annual review of 2021.
2. Review Content
(1) This annual review work will be conducted based on the Ideological Moral Behaviour (30 points ), Educational Performance and Learning (Scientific Research) Attitude (50 points) and Activity Performance (20 points), with the total points of 100.
(2) The evaluation opinions are divided into two types: qualified and unqualified. Those with a total score of 60 or above will be regarded as qualified. For those students who are not qualified for Chinese government scholarships, the State Scholarship Council will suspend or cancel their scholarships. For unqualified non-Chinese government scholarship students, the school will cancel their study qualification.
3. Review Instruction
CUG attaches great importance to the annual review of international students. According to the different learning categories, training methods and training objectives of students, four review measures for different study levels have been introduced, namely, Annual Review Measure for Chinese Government Scholarship International Students of preparatory students, undergraduates, Chinese language students and graduate students. ( Appendix 1)
* Chinese government scholarship students are required to complete this annual review in “Chinese government scholarship management information system.
* Non-Chinese government scholarship students are required to follow the Chinese government scholarship annual review measures of different study levels, and submit review form to tutors. ( Appendix 2 )
* Paper materials will not be accepted for this review, and students can get the relevant documents including transcripts from tutor. ( Appendix 3 )
4. Review procedure and schedule
According to the requirement of CSC, there are three review steps of this annual review: Student Self-Evaluation, Evaluation by Supervisor/Tutor/headteacher, Comprehensive Evaluation by University:
(1) Students Self-Evaluation: Chinese government scholarship students can log in studyinchina.csc.edu.cn by CSC NO., and enter “Annual Review of Scholarship”. carefully fill and upload related materials and then submit. Students should complete self-evaluation before 17: 00 (Beijing time) on May 8, 2022. (Appendix 4)
(2) Evaluation by Supervisor/Tutor/headteacher: During review, CSC will distribute temporary user name and password of review system (studyinchina.csc.edu.cn) to international students’ supervisors, tutors, and headteachers, and password can be reset after receiving email, and enter “Scholarship Student Evaluation”, give quantitative score and qualitative evaluation based on the students’ performances of last year, and then “Submit”. Supervisor/Tutor/headteacher should submit before 17:00 (Beijing Time) on May 13, 2022.
(3) Comprehensive Evaluation by University: The International Education College founds Review Leadership Working Group, and set review committee. Based on Students Self-Evaluation and Evaluation by Supervisor/Tutor/headteacher, the committee will give Comprehensive Evaluation of “qualified” or “unqualified”, and submit to CSC.
(4) The final result of this annual review of Chinese Government Scholarship Students will be decided and replied by the CSC.
5. Others
(1) International students who fails to participate in the annual review within the stipulated time will be disqualified from studying at CUG, and the scholarship qualification will be terminated at the same time.
(2) International students must ensure the authenticity of the materials submitted. Those who provide fictitious materials will be disqualified from studying at CUG, and the scholarship qualification will be terminated at the same time.
